There is a good deal of public interest here about the response we are likely to get to our plea (see confidential
(51) savingram No.444 of June 30th) for Colonial Development and

Welfare funds for the University It is generally known that an approach has been made to London on the subject and the allocations already announced for other Colonies have raised both hopes and apprehensions. The former because they may indicate Hong Kong's turn is coming: the latter because the well may be running dry.
I think I can't do better than enclose a copy of a letter from Sloss to MacDougall which tells its own story. From it you will see that detailed estimates for two projects are being prepared with all speed for submission to the Colonial Development and Welfare allocators; and the purpose of my letter is to ask whether there is anything you can do to prevent the door being slammed on Hong Kong at least until the concrete proposals to establish the teaching hospital and to build staff quarters can be got ready. Of course if a favourable answer to our savingram 444 is already taking shape no further action is required! But we all share Sloss's anxiety that we may be left out in the cold, hence this appeal with which I have ventured to burden you.
